With the chromecast configured I then turned both phones off, switched the SIM back into A and turned it back on. I could then set up the chromecast to connect via B's hotspot. Now I turned on A (without a SIM card in it) and connected it to B's hotspot. The Google Home app walks you through the steps for Chromecast and Chromecast Ultra setup. So I put the SIM card in phone B, switched it on and turned on the portable hotspot. If your TV is Miracast-enabled (or youre using a Miracast-supported streaming device like Roku or Fire Stick 4K), you can. I had an old phone I dug out a drawer (lets call it phone B) as well as my current one that I wanted to connect with ( lets called it phone A). However THERE IS A WAY to make it work without having a WiFi router I use my phone as my only internet connection so I was pissed off when I bought a Chromecast and found I couldn't use it! I tried using the phone's portable WiFi hotspot to connect the chromecast to, but if the phone was being used as a hotspot then it couldn't be used to set up the chromecast (the chromecast app kept switching the hotspot off )However I worked out how to do it like so: It does need an on-going internet connection, it stops working when it looses the internet, so the cheap router not connected to the internet idea won't work. (The Chromecast has a pretty poor wifi radio, though, so it has to be fairly close to the router (within 20 feet or so is my totally untried guess). Then just install the Google Chrome browser on your PC, unless you have already installed and browsing on it. (Or one of the first - I forget, but it's early in the setup process.) But from then on, just a wifi router, with the phone and Chromecast connected to it, and no internet, would work. Go to the website and download the Chrome browser. Chromecast would have to be set up initially in an environment in which there's not only wifi, but an internet connection, since the first thing it does is download an upgrade.
